The origins of the Harrier are unclear. One theory is that it evolved from the Southern Hound, a breed, which was known for its great scenting abilities. Another theory is that it was selectively bred down from the Foxhound, of which it is essentially a smaller version.

Hunting the hare has for centuries been a popular sporting activity in England. It is believed that the first pack in England of what we know as of Harriers was the Penistone, established by Sir Elias de Midhope in 1260. Hare hunting continued to be popular in Great Britain, partly because the hares were followed on foot, allowing more people to participate. Horses, however, are used today
